In agreeing to the postponement now proposed, I

have deemed it advisable to attach the further condition that

the promoters shall satisfy me within six months that they have

such an amount of support definitely assured as will give the

project a reasonable probability of success. The other conditions

imposed remain as before, and provide for disposal of any surplus

derived by the promoters from the use of the ground in the period

between the actual Fairs, for payment of the grant of $2,000 in

respect of the first Fair only, and for immediate cancellation

of the permit for occupation of the ground in the event of the

Fair not being held in either of the two winters 1936/1937 and

1937/1938. I would add that there is no likelihood in the

present state of the Colony's finances that the Government will

be able to build on the site before 1938.

I have notified the Governments named in paragraph

3 of Sir William Peel's despatch No.312 of 14th May, 1935, of the postponement of the Fair, and explained briefly the terms

on which this Goverment is prepared to give its support to the

project at a later date. At the same time I have made it clear

that while this Government is in no sense responsible for the Fair, I regard the project with favour as likely to benefit British trade, and the trade of Hong Kong in particular.
